在3GPP R9中对ARP进行了扩展。因此叫做Evolved ARP。包括3个方面：

1 Priority Level . 扩展到了15个数值。

2 Pre-emption Capability Indicator (PCI) 预清空的能力指示在发生拥塞时，我是否能去把别人挤掉。

3 Pre-emption Vulnerability Indicator(PVI) 指的是在发生拥塞时，别人是否能把我挤掉。

请教爱版主，是否在R9以后，就不用再做gn和gx口的arp mapping，gn上的evolved arp里的PL和gx上PL 这个AVP的值是一样的？
扩展是否是 1）把PL从3扩展到15个值；2）增加了PCI和PVI。
