create PDP中的IMEI字段翻译问题！

各位专家，遇到个问题：
在create PDP请求信令中，有IMEI字段，但是该字段是16位的，而手机的IMEI应该是15位才对。对比发现，信令中的16位IMEI前14位数字和手机上查看的IMEI一样，只是后2位有所出入（信令是01，手机上是2），具体请参考附件。

在29060-390文档中7.3.1节找到关于PDP请求字段的定义，发现并没有相关IMEI字段的解释，如下：

   应该如何看待信令包中16位IMEI字段？关于字段的相关描述应该去哪个文档里面查询呢？
