Length of PDP address contents (octet 2)

If the value of octet 2 equals 0000 0010, then:
-        No PDP address is included in this information         element; and
-        If the PDP type is IP, dynamic addressing is         applicable.
NOTE: For PPP no address is required in this information element.

Empty PDP type没听过，也没见过哪个HLR会这么签。HLR不签就一定激活不成功。所以失败原因是 33:    requested service option not subscribed;
一般用户HLR签约绝大部分是IP类型的PDP。PPP类型的PDP一般不用于普通用户。

严格意义上讲，既然规范定义了Empty PDP type，手机也不能算不按规范做，只不过手机请求的与用户签约的不匹配导致激活失败。
据说手机是可以从SIM/USIM卡中读取出用户签约信息并根据这些信息发送相应的信令/信元，如果同一个SIM/USIM卡用其他手机可以正常激活。那么最有可能的就是这款手机在读取签约信息的时候出了点什么问题吧？
