9 HLR回送位置更新响应。在HLR上也会将SGSN的地址信息和MS进行绑定。并且在这个响应消息里，还携带了用户的签约信息。这些签约信息主要包括用户的签约QOS profile如上下行速率，签约的APN等等信息。

楼主，用户签约信息是在HLR收到位置更新后，通过ISD(InsertSubscriberData)消息发给SGSN的，不是在位置更新消息里。

爱总，EPC里没有取消ISD，在MME和HSS之间还有ISD Procedure
