看BOSS侧修改的是什么数据，如果是将数据业务关停，肯定有detach的。
规范有定义HSS发起的去附着流程。
If Cancellation Type is Subscription Withdrawn, the MME/SGSN which has an active UE context informs the UE which is in ECM-CONNECTED state, that it has been detached, by sending Detach Request (Detach Type) message to the UE.
但你注意规范说的前提，Cancellation Type必须Subscription Withdrawn才会发cancel location。如果只是普通的签约数据变更（如签约Qos变更），那发的消息是insert subscriber data，自然就不会有detach了。
